Somalia's Transitional Government Fears Withdrawal of Ethiopian Troops索马里过渡政府担心埃军撤离Officials in Somalia's transitional federal government are expressing deep concern about the future of the government after its chief military backer and political ally, Ethiopia, announced its intention to withdraw its forces from Somalia by the end of the year. The government is battling for its survival as Islamist insurgents close in on the capital Mogadishu and the seat of parliament in Baidoa. Somalia's Deputy Speaker of Parliament Osman Elmi Boqore says if Ethiopian troops leave Somalia next month, the government, which depends heavily on Ethiopian forces to protect it from insurgent attacks, may cease to exist. The deputy speaker says an Ethiopian troop withdrawal is necessary because it is stipulated in a peace agreement signed between the government and an Islamist-led opposition faction earlier this year in Djibouti. But he says the Ethiopians should not leave before the deployment of a more robust African Union peacekeeping unit, which can protect the government and maintain security. There are currently about 3,000 AU troops from Uganda and Burundi in Somalia, who patrol only a small area of Mogadishu. In late 2006, Ethiopia sent thousands of troops to Somalia to oust Islamists from power and install a secular-but-unpopular government made up largely of former factional leaders. Since then, Ethiopian troops have been battling a ferocious Islamist-led insurgency while factional feuds, corruption, and allegations of war crimes and human rights abuses by both Ethiopian and Somali troops have continued to weaken the government and drain popular support. The situation has also created a humanitarian disaster in Somalia, where more than three million people are said to be in critical need of food aid. The violence has also dampened enthusiasm for the deployment of several thousand more AU peacekeepers in Somalia. And a U.N. peacekeeping force called for in the Djibouti accord has yet to be formed. For months, Ethiopian officials have expressed frustration at the transitional federal government's inability to function as a governing body. Ethiopia says this has allowed Islamist groups, including the militant Shabab group listed by the ed States as a terrorist organization, to steadily regain control over most of the country. Earlier this week during an interview with a local news agency, Ethiopia's Foreign Minister Seyoum Mesfin openly lashed out at Somali leaders, saying they "have shown little, or at times, no iness to shoulder responsibility for the situation in Somalia." Mr. Seyoum warned that Ethiopian forces would not stay long in Somalia sacrificing themselves in defense of the government. A spokesman for fighters in the Islamic Courts Union, Abdurahim Isse Adow, tells VOA that while he welcomes the announcement of an Ethiopian withdrawal, he remains skeptical that it will happen. Adow says if Ethiopian troops, who are seen as an occupying force, left Somalia, it would stop much of the violence and bloodshed in the country. But he says there is still no evidence to suggest that the Ethiopians are serious about pulling out. Ethiopia says it is committed to the withdrawal plans. But it has assured African Union officials that its troops would remain on the border, y to intervene again in Somalia if conditions deteriorate. Diplomacy ahead of the UN climate conference in Durban augurs little progress联合国气候大会将在南非德班举行,此前各国态度预示会议进展维艰Sep 3rd 2011 | from the print editionNEVER has the UN’s Kyoto protocol looked sorrier. In 2012 the five-year “commitment period” it brought into being—in which developed countries took on legally binding responsibilities to cut their industrial greenhouse-gas emissions against 1990 levels—will end. Aly Japan, Russia and Canada have refused to repeat the exercise. America was never part of it. Of the important rich countries, only the Europeans, responsible for around 13% of global emissions, will consider a second go. If cutting global carbon emissions was its aim, the UN scheme has failed. Yet it refuses to die. A UN climate conference will be held in Durban at the end of November, and the protocol’s future will dominate it. This was stressed in a recent statement from several powerful developing countries—Brazil, South Africa, India and China—who have formed a block called the “BASIC Group”. At a meeting in Brazil on August 26th-27th, “agreeing on the second commitment period” was apparently the main issue they discussed. It was hardly likely, they noted sharply, that a country would leave the Kyoto protocol because it wished to cut emissions faster. 201109/153060New York renamed top fashion capital but Asia sashays inNew York has reclaimed the title of the world's top fashion capital from Milan but the annual poll suggested the top five fashion cities are seeing competition from Asia and Australia.New York had reigned as top fashion city for five years until Milan took the lead last year in the list compiled by the Global Language Monitor, a US based non-profit group that tracks the frequency of words and phrases in the media, on the Internet and throughout the blogosphere. But with the US economy recovering, New York once again took the top spot followed by Hong Kong, London, Paris and Los Angeles.Rounding out the top 10 were Milan, Sydney, Miami, Barcelona and Madrid."As the global fashion industry adjusted to the new economic reality, New York rebounded to the No. 1 spot it has now held for six of the last seven years," said Bekka Payack, the Manhattan-based fashion correspondent for the Global Language Monitor."This year's list of the top fashion capitals, shows the global fashion industry remaining in flux, with the relative decline of some of the previously leading players and formerly regional players emerging as significant new influences."She said that in perhaps a harbinger of things to come, this was the first analysis where the traditional big five fashion cities -- New York, Paris, London, Milan, and Rome -- did not dominate the global fashion scene. The biggest movers in the list were Hong Kong, Madrid and Melbourne. The group said that the top newcomers to the expanded list included Amsterdam at number 17, Cape Town and Johannesburg at 23 and 25 respectively and Vienna at No. 27.Following are the 10 top fashion capitals of 2010 and the change from the rankings1. AIDS艾滋病Get your act together, guys;筒子;们,一起行动吧!Two UN reports on AIDS are coming out this month. That is one too many联合国将于本月发布两份艾滋报告,其中一份纯属多余。SOMETHING odd is going on in the international AIDS establishment. December 1st has been designated (as it is every year) to be ;World AIDS Day;. That is a signal for the ed Nations to put out a report on the state of the epidemic. This year, though, there are to be two reports. On November 21st UNAIDS, an agency created in 1996 to deal specifically with the then-newish disease, published its assessment of the situation. This reaffirmed what has become clear recently: that the epidemic is being beaten back by the widesp deployment of drugs, in combination with changes in the behaviour of those most at risk. The annual number of deaths has fallen to 1.8m, from its peak of 2.2m in 2005. New infections have also fallen, from a peak of 3.2m in 1997 to 2.7m last year. The report went on to outline what it calls an investment framework, designed to deal with the epidemic in the most cost-effective way. This builds on an analysis published in the Lancet in June by Bernhard Schwartl?nder, UNAIDSrsquo;s director of evidence, strategy and results. It attempts to prescribe, for each part of the world, the mixture of drug treatment, condom-promotion, prophylactic circumcision and so on that will bring most benefit to the fight.11月21日,联合国艾滋病规划署(成立于1996年,是一个专门应对当时才刚兴起的艾滋病机构)发表了一份艾滋现状的评估报告,重申了近来一些显著的事实:得益于药物的广泛使用及最易感染人群行为的改善,艾滋病出现消退之势。 On November 30th, however, a joint report by the World Health Organisation (WHO), the ed Nationsrsquo; Childrenrsquo;s Fund (UNICEF) and;yoursquo;ve guessed it;UNAIDS comes out. What it will say is still under wraps. But WHO and UNICEF are also sponsors of UNAIDS, so the duplication of effort looks odd. Both sides seem miffed by the otherrsquo;s actions. Michel Sidibeacute;, the head of UNAIDS, described the production of separate reports as ;costly and inefficient;. Gottfried Hirnschall, the WHOrsquo;s director of HIV/AIDS, says it had been agreed that in 2011 the three organisations would work together and jointly release a single report. Though the AIDS epidemic has been knocked back by the huge sums of money now being thrown at it (about billion a year at the moment, in poor and middle-income countries), continued success requires an uninterrupted supply of drugs;and therefore of the cash to pay for them. The state of the worldrsquo;s economy means politicians are looking for any excuse to save money. Not a good moment to be squabbling. epidemic n.

This is extreme sky-diving. Nils is an extreme sport enthusiast. Jumping from a plane is no longer enough to satisfy him. With his friend Hans, he plans to scale a 100-meter-high rock face in Voss, and then jump off it. He turns his sky-diving skills to base jumping. It's a nice wall because it's a little bit 1 . So we have good space. The special thing about this spot is that we have to land on the road, so we have to take care of the cars. Assessing the traffic so that they can land safely requires precise timing, adding an extra layer of risk for these thrill-seekers. The climbing up the rock face was painful, all that hard work for a jump that will be over in seconds. When the extreme sport elites from across the world meet in Voss,a lot of parachutists deliberately land directly on the 2 in front of the Fleischer's hotel, for a beer. The hotel was built in 1889. Famous guests even included the German Emperor Kaiser Wilhelm. The hotel's changed a lot since then. But the Kaiser's old toilet has been preserved. Each article is by an enthusiast in the relevant field, for no pay, and edited by fellow volunteers. ②parachutist: n. The parachutist dived from the plane. The attack will jump off at midnight.

Senate Republicans Vow to Block Aid to US Automakers美救助汽车业计划参院前景不明朗 Congressional Democrats say they have reached agreement with the White House on a deal to give U.S. automakers billions of dollars in loans and require the companies to restructure to stay competitive in the global marketplace. Although the deal has wide support in the House of Representatives, but its fate remains unclear in the Senate, where Republicans say the measure does not go far enough to force the industry to reform. The proposal would make billion in loans immediately available to General Motors, Chrysler, and Ford to help shore up the beleaguered automakers through March. The loans would come from aly-appropriated money. In return, by the end of March the companies would have to submit a restructuring plan to achieve long-term viability and international competitiveness. Some Senate Republicans were quick to express their opposition to the plan. They argue that giving automakers money first and then demanding that they restructure is the wrong approach. Senator Richard Shelby of Alabama is among several Republicans who are vowing to block the bill from advancing in the Senate. Unless Chrysler, Ford and General Motors become lean and innovative and competitive in the marketplace, this is only delaying their funeral," he said. But Democratic Senator Debbie Stabenow of Michigan, the state where the automakers are based, warns that if one or more of the companies go bankrupt, millions of jobs would be lost - further harming a U.S. economy, which is aly in recession. This is more than just penalizing a company that you are mad at. This is about the underpinnings of our economy, and fundamentally whether we are going to compete with every other country and make things in an advanced, manufacturing economy," said Stabenov. At the White House, Deputy Chief of Staff Joel Kaplan says President Bush would be in touch with individual Republican lawmakers to win their support for the plan. We wanted to make sure that it was tough and that this was not a bridge financing to nowhere, that we could look these members in the eye, and we could look the American people in the eye and say that this measure gives these companies a chance and their stakeholders a chance, but its not a lifeline to continue with bad management and a bad business plan," said Kaplan. The plan also calls for the president to appoint a so-called "car czar", someone to oversee the loans and monitor the companies' progress toward reforming. 200812/58528
