The meteor explosion over Russia that injured more than 500 people and damaged hundreds of buildings was not caused by an asteroid zooming close by the Earth today (Feb.15), a NASA scientist says. NASA asteroid expert Don Yeomans, head of the agency#39;s Near-Earth Object Program Office, told SPACE.com that the object which exploded over a thinly inhabited stretch of eastern Europe today was most likely an exploding fireball known as a bolide. More than 500 people were injured, mostly by glass cuts when windows shattered during the blast, according to the Russian Emergency Ministry. ;If the reports of ground damage can be verified, it might suggest an object whose original size was several meters in extent before entering the atmosphere, fragmenting and exploding due to the unequal pressure on the leading side vs the trailing side (it pancaked and exploded),; Yeomans told SPACE.com in an email. ;It is far too early to provide estimates of the energy released or provide a reliable estimate of the original size.;耶麦斯在一封电邮中告诉SPACE.com网站:“如果地面损失情况得以实,那就表明这颗天体进入大气层之前有几米长,由于头部和尾部的压力不平均而发生碎裂并爆炸(它平坠着陆并发生爆炸)。 Yeoman stressed that the bolide event was likely not associated at all with the incoming asteroid 2012 DA14, which will fly within 17,200 miles (27,000 kilometers) of Earth when it passes safely by our planet today. ;The asteroid will travel south to north,; Yeomans said. ;The bolide trail was not south to north and the separation in time between the fireball and 2012 DA14 close approach is significant.;耶麦斯说:“这颗小行星将由南至北掠过地球,而火流星的飞行轨迹不是从南向北,而且火流星爆炸与小行星2012 DA14掠过地球的时间相差很大。”Asteroid 2012 DA14 is 150 feet (45 meters) wide — about half the size of a football field — and will make its closest approach to Earth at 2:24 p.m. EST (1924 GMT) when it passes over Indonesia. It will be about 5,000 miles (8,046 kilometers) closer to Earth than the communications satellites circling the planet in geosynchronous orbits. NASA scientists and professional and amateur astronomers around the world have been tracking asteroid 2012 DA14 since it was first discovered by a team of amateurs in February 2012. Not only does the asteroid pose no threat to Earth during today#39;s flyby, but it will not hit Earth for the foreseeable future, NASA scientists have said.2012年2月,一组业余爱好者首次发现了2012 DA14,美国宇航局科学家以及来自全球的专家及业余天文爱好者一直在追踪它。 /201302/225885。

RENT is rising in cities across China, and young Chinese are feeling the brunt of this worrying trend. Apartment rent in major cities like Beijing, Guangzhou and Wuhan has increased by an average of 10 percent, according to Xinhua News Agency. Prices are up as much as 20 percent in some of these cities' districts. Experts blame the rising costs of renting an apartment on a number of factors, such as recent government regulations on housing prices, and an influx of rental demand from new graduates and other groups.

Britain and US prepared to open talks with the TalibanA concerted effort to start unprecedented(前所未有的) talks between Taliban and British and American envoys was outlined yesterday in a significant change in tactics(战术) designed to bring about a breakthrough in the attritional, eight-year conflict in Afghanistan.Senior ministers and commanders on the ground believe they have created the right conditions to open up a dialogue with "second-tier" local leaders now the Taliban have been forced back in a swath(细长的裂) of Helmand province. They are hoping that Britain's continuing military presence in Helmand, strengthened by the arrival of thousands of US troops, will encourage Taliban commanders to end the insurgency. There is even talk in London and Washington of a military "exit strategy".Speaking at the end of the five-week Operation Panther's Claw in which hundreds of British troops were reported to have cleared insurgents from a vital region of Helmand province, Lieutenant-General Simon Mayall, deputy chief of defence staff, said: "It gives the Taliban 'second tier' room to reconnect with the government and this is absolutely at the heart of this operation."The second tier of the insurgency are regarded as crucial because they control large numbers of Taliban fighters in Pashtun-dominated (普什图族控制的)southern Afghanistan. The first tier of Taliban commanders – hardliners around Mullah Omar – could not be expected to start talks in the foreseeable future. The third tier – footsoldiers with no strong commitments(承诺) – are not regarded as influential or significant players. The change in tactics was revealed as the Ministry of Defence announced that two more British soldiers were killed in southern Afghanistan. One, from the Light Dragoons, was on patrol in Operation Panther's Claw; the other, a soldier from the Royal Artillery, was killed on foot patrol in Sangin. Ten soldiers have died in Operation Panther's Claw.Mayall is responsible for formulating(明确地叙述) operational policy in Afghanistan and his remarks gave added weight to interventions by senior ministers yesterday.David Miliband, the foreign secretary, and Douglas Alexander, the international development secretary, yesterday held out the prospect of reconciliation (调解)between the Afghan government and Taliban fighters prepared to renounce violence. For more than a year, British intelligence officers have been instigating(鼓动) contacts with Taliban commanders and their entourage(随行人员). But their task has been very delicate given the sensitivities of the Karzai administration in Kabul(喀布尔).The situation has been complicated further by the influx of hardline and ideologically motivated fighters joining the Taliban and other insurgent groups from across the Pakistani border. But the fact that senior ministers and military commanders seized on the apparent success of Operation Panther's Claw to highlight the possibility of talks with the Taliban reflects their concern about the lack of progress so far in Nato's counter-insurgency(镇压叛乱). Significantly, and as if to counter public aversion to talks with the Taliban, ministers and military commanders alike compared the current campaign in southern Afghanistan to anti-terrorist operations in Northern Ireland.A ComRes poll in today's Independent suggests most people now believe British troops should be pulled out of Afghanistan. Most of those who responded (58%) said the Taliban could not be defeated militarily, and 52% of those surveyed said troops should be withdrawn immediately. This compares with a Guardian/ICM poll earlier this month which showed that 42% of those surveyed wanted troops to be withdrawn immediately.America's priorities in Afghanistan will be spelled out in a briefing paper drawn up by General Stanley McChrystal, the new US commander in the country, due to be handed to Barack Obama tomorrow. He will emphasise the need for speeding up the training of Afghan troops, according to defence sources. He is also expected to ask for more troops from Nato allies. British military commanders are drawing up contingency plans to increase the number of British forces to more than 10,000 from the current 9,000.Asked whether he needed more troops, Brigadier Tim Radford, commander of British troops in Helmand, replied: "I have enough forces to do what I set out to do in Panther's Claw."The number of British troops that might be deployed(部署) in future was "out of my hands", he said. But he added that as the number of Afghan army recruits increased, the number of Nato forces required to train them also increased.Miliband's call for talks with more moderate Taliban elements was echoed later by Gordon Brown, who said: "Our strategy has always been to complement(补充) the military action that we've got to take to clear the Taliban, to threaten al-Qaida in its bases – while at the same time we put in more money to build the Afghan forces, the troops, the police."Keke View:随着美俄两国新一届领导人的上台,特别是美国总统奥巴马就任后推行有别于布什总统单边主义路线的外交政策——以合作为核心的政策之后,美俄两国关系明显趋缓。

Light bulbs could be soon used to broadcast wireless Internet, a leading physicist has claimed. Harald Hass said he has developed a technology which can broadcast data through the same connection as a normal lamp. By simply turning on the light in the room you could also switch on your Internet connection, he said in a speech. Other possibilities of the device - which he has dubbed ‘Li-fi’, or Light Fidelity - include sending wireless data from the ‘white space’ in your television spectrum or unused satellite signals. Professor Hass, of the school of engineering at Edinburgh University in the UK, said that currently we use radio waves to transmit data which are inefficient. With mobile phones there are 1.4 million base stations boosting the signal but most of the energy is used to cool it, making it only five per cent efficient. By comparison there are 40 billion light bulbs in use across the world which are far more efficient. By replacing old fashioned incandescent models with LED bulbs he claimed he could turn them all into Internet transmitters. The invention, dubbed D-Light, can send data faster than 10 megabits per second, which is the speed of a typical broadband connection, by altering the frequency of the ambient light in the room. It has new applications in hospitals, airplanes, military, and even underwater. Aeroplane passengers could in theory be able to surf the Internet from signals beamed out of the lights on board. ‘The way we transmit wireless data is inefficient electromagnetic waves, in particular radio waves which are limited, they are sparse, they are expensive and only have a certain range,’ Professor Hass said. ‘It is this limitation which does not cope with wireless data...and we are running out of efficiency. ‘Light is part of the electromagnetic spectrum...wouldn't it be great to use it for wireless communications?’ He added that the visible light spectrum had 10,000 more times the space than radio waves, making it the ideal range to use. During a lecture professor Hass showed off a desk lamp which had been fitted with an LED light bulb which transmitted data to a receiver on the table below it. Whenever he put his hand in the beam of light the , which was beamed onto a screen behind him, stopped playing as the signal was being blocked. Professor Hass said the technology has not yet been integrated with smart phone but he hopes that soon it will be. ‘Everywhere that there is light, these are potential sources for data transmission,’ he said. ‘For me the applications of it are beyond imagination...all we need to do is to fit a small microchip to every potential illumination device and this would combine illumination and data transmission, and this could solve the problems facing us in wireless communication.’Vocabulary:White Space: /201108/151105。

Until a few years ago, Vietnam was one of the world#39;s hottest emerging markets. Now it faces an urgent task: fix a beleaguered banking system or watch its economy continue to slip behind faster-growing neighbors. Piles of bad loans following the financial crisis have dragged down growth in Vietnam and left banks weakened and reluctant to lend. The government recently acknowledged that nonperforming loans-many made to inefficient state-owned companies-could be as high as 10% of the banking system, substantially higher than reported by individual banks. Fitch Ratings analysts think the number is as high as 15%. 15%。 A record number of firms are declaring bankruptcy, and in the sprawling urban areas encompassing Hanoi and Ho Chi Minh City, the landscape is littered with stalled construction projects as builders run out of cash or put on the brakes as demand for condominiums and office space dries up. Vietnam fought off rumors in recent days that it was seeking an International Monetary Fund bailout for its banking system. An IMF spokeswoman said no requests for aid had been made. State Bank of Vietnam Deputy Gov. Le Minh Hung said in a statement on the government#39;s website that the country had no intention of seeking a rescue. However, the IMF and others have been advising Vietnam on how to implement a domestically financed bailout that would restore its banks to health. In its latest economic review the fund said that #39;quick and comprehensive action#39; was needed to solidify weak banks and put the economy on more solid ground. Fears over Vietnam#39;s banks intensified in August when one of the country#39;s most prominent tycoons, Nguyen Duc Kien, was arrested for allegedly improperly lending money to real-estate projects. Efforts to reach Mr. Kien, who now runs a number of private investment funds and owns Hanoi#39;s main professional soccer club, have been unsuccessful. Stocks dropped in the days following the arrest, and the Ho Chi Minh Stock Index is down 18% since the beginning of May. 18%。 Vietnam shares fell 2.2% Monday, led by selling in property-related stocks after state media reports suggested real-estate developers are trying to cut prices to boost sales of apartments. Economists warn that Vietnam has entered a dangerous cycle where banks, saddled with bad debts, are unwilling to lend, making it harder for businesses to invest. That feeds into slower growth, which in turn makes it harder for companies to pay back loans, again harming the banks. The result is that Vietnam#39;s economy is likely to grow below its potential for years to come, unless stronger steps are taken to clean up the banks, economists say. #39;I don#39;t think there#39;s any quick fix to a problem like this, as you see in the West. It takes time to work through a solution#39; to a banking crisis, says Gareth Leather, an economist at Capital Economics. He figures Vietnam#39;s economy will grow at closer to a 5% rate in coming years than the 8% the country enjoyed through much of the previous decade. Although higher than growth rates in the West, 5% is considered slow for a developing Asian country like Vietnam and might not be fast enough to generate sufficient jobs to keep its growing population employed. The government this month revised its forecast for 2012 growth down to 5.2% from 6% previously. 5.2%。 Vietnam#39;s leaders have acknowledged that a fix is needed. Prime Minister Nguyen Tan Dung in March approved a three-year restructuring plan for the banking sector designed to strengthen the country#39;s largest banks and encourage a series of mergers among smaller lenders, but officials appear uncertain about how to put the blueprint into effect. Plans to launch a #39;bad bank#39; to buy up distressed assets have been discussed, but a foreign investor familiar with government discussions say implementing such a solution is being delayed by Hanoi#39;s lack of expertise in managing a modern banking system. /201209/199148。
