The offer was made on the second day of a ministerial meeting aimed at wrapping up the seven-year-old negotiation to ease trade restrictions. U.S. Trade Representative Susan Schwab says the proposal reflects a promise made by Washington to play a leading role in getting a trade deal done. The U.S currently has a ceiling of just over billion on agricultural subsidies. But, actual support payments to farmers came to about billion last year because soaring food prices meant they needed less help. Schwab says the proposed billion ceiling is billion below what the ed States promised a year ago. She says this offer is being made to move the negotiations forward and to conclude the talks. This is a major move taken in good faith with the expectation that others will reciprocate and step forward with improved offers in market access," she said. "These cuts will deliver effective and significant reductions in trade distorting domestic farm support." The talks, called the Doha Development Round, aim to make trade fairer for poor countries. The ed States and European Union have been under pressure to reduce their agricultural subsidies and to cut tariffs. Developing countries say trade-distorting subsidies give the wealthy countries an unfair advantage, making it difficult for them to compete in the open market. Wealthy countries say they are willing to cut their farm supports, but in return the poorer countries have to provide greater market access to their manufactured goods and services. Schwab says the new cuts proposed by Washington would require adjustments to domestic farm programs. But, the U.S. is prepared to make those changes. But, we also need assurances that if our programs are going to meet these disciplines, they are then not going to be subject to legal challenges that reduce them further," said Schwab. "Now, let me say again. These reductions are not offered in isolation. They must be accompanied by significant market access, market opening in agriculture and in NAMA." NAMA or Non-Agricultural Market Access Negotiation deals with a wide-range of manufactured and industrial goods. Reaction to the U.S. proposal so far has been mixed. The European Union calls it a reasonable offer, but suggests it could go further. A Brazilian delegate says it is a nice try, but still too high.

A new report by a consortium of British aid agencies says the humanitarian situation in the Gaza Strip is the worst in forty years. VOA's Jim Teeple reports the report blames Israel for the crisis, but Israeli officials say Hamas militants are to blame. Eight British aid organizations say the humanitarian situation in Gaza has deteriorated to the worst point in 40 years and that it will likely get worse unless Israel eases its blockade of the territory. According to the report, more than one million people or 80 percent of Gaza's population is now dependent on food aid and that Gaza's power, water and sewage systems have collapsed. Michael Bailey of the Jerusalem OXFAM office says life in Gaza has always been a struggle, but after Israel closed Gaza's borders last year following the Hamas takeover of the territory, things got dramatically worse. In four weeks, 65,000 jobs were lost. Ninety percent of the manufacturing industry was shut down," Bailey said. "Forty thousand people in the agricultural industry are finding it very hard to maintain their jobs and eight out of ten families in Gaza are dependent on food aid." Bailey says 300,000 people in Gaza do not have regular supplies of water and 60 tons of raw sewage is discharged into the ocean every day because sewage treatment plants no longer work. He says many schools also do not have power. As a result he says Gaza's educational system has broken down, and children there fail basic tests in rudimentary subjects. Bailey and the other groups behind the report say they blame Israel for the situation because it controls Gaza's borders. We are saying that because Israel is still in control, it is still the occupying power even though they (Israel) are not inside Gaza; they control all the borders, the air and the sea space," Bailey said. "Therefore whoever is in charge inside Gaza, they are really powerless to control and economy that depends 90 percent on imports for any manufacturing or productivity." The ed States and the European Union consider Hamas a terrorist organization and have cut off all but humanitarian aid to the Gaza Strip since the group seized power there last June. Israeli officials have strongly denounced the report, calling it biased. Major Peter Lerner, the spokesman for Israel's military and civil authorities in the Palestinian territories says Hamas militants who seized power in Gaza last year are to blame for the situation. Lerner says Israel is committed to preventing a humanitarian emergency from developing in Gaza - and does so at considerable risk to itself. We, Israel actually, function the crossings under fire from Palestinian snipers and mortar fire, which no other state in the world would do, and for us is very problematic obviously," Lerner said. Since the beginning of this year the situation in Gaza has been at a boiling point. In January Hamas militants knocked down Gaza's border wall with Egypt in a bid to break the territory's blockade. Since then, Palestinian militants have stepped up rocket attacks against towns and cities in southern Israel, leading to Israeli retaliatory attacks that killed many Palestinians, which led the moderate Palestinian government of President Mahmoud Abbas to suspend peace talks with Israel. The talks were restored this week after direct intervention from U.S. Secretary of State Condoleezza Rice. There are signs that things may improve in Gaza. Israel's Prime Minister Ehud Olmert says Israel will abstain from attacking militants in Gaza if they stop their rocket attacks. Hamas leaders and other Palestinian militants have begun talks with Egyptian officials about establishing a truce with Israel. For the people of Gaza a truce would be the first good news in many months. 200803/29015厦门妇保医院在线咨询 bloodcurdling ------ 吓人的(形容词) 英文释义(adjective) Terrifying; causing great fear and alarm. Did a secret police infiltrator inside Fathers for Justice first propose the idea of kidnapping Tony Blair’s son? That's what some members of the organization now suspect. It started as a simple conversation between a group of protestors in a pub just before Christmas, but memories of that night are confused, some who were there say no one talked about kidnapping, others say a plan was mentioned but quickly dismissed. Whatever the truth, anti-terrorist police visited the men soon after, so does this mark the end of the Fathers for Justice Movements. Our home affairs correspondent Simon Israel reports. . . .may listen and make a clear roar.... It appears this headline-grabbing allegation emerged from the post Santa protest staged by rival groups in the Fathers for Justice campaign just before Christmas. While threats and suggested antics were the talk of the town in this pub opposite the road across the Justice family division, several of those who took part say they remember it well, and it did not include any mention of kidnapping the Prime Minister's youngest child. Several, who were in the George were later to be visited and warned by anti-terrorist officers. " that was actually , entirely unrelated, and the two things are entirely unrelated, that was a rare matter of a conversation overheard in a pub just before Christmas , about something entirely different (that) had nothing to do with kidnapping . . um . .Leo Blair, um, the guys were visited and they were given warnings that if they pull off anything within the Westminster area, there is a likelihood that they'd be shot. " "Alright, nothing to do, so nothing in that conversation threw up the idea of kidnapping the Prime Minister's son then. " "Nothing at all. " "Were you there? " "I. . I was there, yes. " (. . daddy. . ) But still, the allegation that Leo Blair was to be the target for abduction landed on the desk of a senior officer of Scotland Yard, via a source who summoned the protest group suspect was a special branch infiltrator. Certainly Channel 4 News understands that that branch of the security services were none too happy about today's leak. Given the history of Fathers for Justice and the current heightened state of alert, any hint of a threat to the Prime Minister and his family has to be taken seriously. But just because police have launched an inquiry, / doesn’t necessarily add credibility to the original allegation. Whether this is a fantasy land or not, the kidnap idea is a far cry from the highly publicized superhero's stunts at Buckingham Palace and that purple powder incident during Prime Minister's question time. Their real target however has always been the family courts and presiding judges, whose hearings and decisions on parental access to children where they claimed bias and never made public. Their campaign hasn't made a jot of difference. "that the group is really being dead in the water, . . um. . , for a while. . um. . , that doesn't mean that it can't come back, I mean it, it could well do, you could see a stunt sunny day soon that / may not be quite as sensational as kidnapping the Prime Minister's son, but it could still be quite interesting. " "We are mainstream movement. We've been the most high-profile campaign group, in this country, for the last three years, you know, we have a job to do, there is a question you know you are right to ask, the question, is you know, is longevity of the group established. Have we done, have we , you know, expand our use by day. " Today's headlines may've well answered that question, and brought forward the inevitable extinction of a movement which marveled in comic street stunts, but achieved little else.200805/39188厦门自体软骨隆鼻多少钱在厦门大学医院电话
