India's Technology Industry Fears Cuts in Outsourcing from US印技术行业担心美企减少外包业务 Many in India cheered Barack Obama's victory in the U.S. presidential election. But India's technology and outsourcing sector is watching cautiously to see if a new U.S. administration will implement policies that will cut down outsourcing from American companies. Over the last decade, Indian companies have flourished as overseas companies outsource work such as sales calls, technical help desks, accounting and software development to India. The country's huge pool of English-speaking graduates and software engineers work at a fraction of the wages paid in the West, helping to cut down the cost of doing business. But there is some uncertainty if work will continue to flow from American companies at the same pace under a new U.S. administration. During his campaign, Senator Barack Obama said he will give incentives to companies that create jobs at home, and stop giving tax breaks to those that ship jobs overseas. Indian finance minister, P. Chidambaram, remains optimistic that India's outsourcing sector will not be impacted. A comment here or a comment there about outsourcing etc. should not bother us," he said. "Once he is in office, he will realize that in an interconnected world, countries have to work together." However, some industry analysts fear that U.S. businesses, aly battling an economic crisis, will reduce work sent to countries like India. Much of the work is farmed out by clients in the banking, financial services and insurance sector - many of which are hit hard by the financial meltdown. Others are optimistic that any slowdown in outsourcing will be short lived. The president of Business Process Industries Association of India, Samir Chopra, says eventually economic pragmatism will prevail, ensuring that outsourcing continues to flourish. There is a little bit of uneasy wariness in this entire process, but it going to be very short term. Eventually what would take over is the economics of the business ... they would have to necessarily outsource to reduce the absolute cost of doing business. So outsourcing definitely would bounce back," said Chopra. Nearly 400 of the world's 500 largest companies outsource some work to India - and a large chunk of this comes from U.S. clients. Rapid expansion in recent years has helped the technology and outsourcing sector's earnings to grow to billion annually. But in recent months, growth has begun to slow, and many IT and outsourcing companies expect lower profits this year. The International Federation of Red Cross and Red Crescent Societies says a nightmare scenario is unfolding in Zimbabwe as the number of cholera deaths and cases continues to mount. The Red Cross says it is hit with a severe funding crisis and this is hampering its ability to contain the deadly disease. Senior health officer for the International Federation of Red Cross and Red Crescent Societies, Tammam Aloudat, has recently returned from Zimbabwe. He says the cholera outbreak in the country is increasing in scale and it is claiming more lives. The scenario that was described a few weeks ago and was told to be an excessive nightmare scenario is happening," said Aloudat. "It is unraveling in front of our eyes. We have close to 50,000 cases and close to 3,000 deaths aly." Several weeks ago, humanitarian agencies were warning that Zimbabwe's cholera epidemic could peak at 60,000. They called this a nightmare scenario and said all measures must be taken to contain the disease. Aloudat says the Red Cross and other aid agencies have the expertise and the will to control a disease that, under more normal circumstances, can be fairly easily contained and prevented. Today as we speak, the Red Cross is providing treatment, providing sanitation, water and providing volunteers who are going to their communities to educate them and providing personal hygiene materials," said Aloudat. "This is what has the potential to avert a cholera outbreak. We can definitely contain this outbreak given the resources. We are not anymore in the 19th century." But, that is the problem. The Red Cross is not being given the resources, the money it needs to carry out its life-saving mission. The agency appealed for over million at the end of last year. Aloudat says this appeal is about 60 percent under-funded. The lack of funding is probably a mixture of several aspects and most important, we have seen the funding drop when Zimbabwe dropped off the TV screens. It is not about the politics or persons here. It is about the ability to reach people who are now dying of cholera and need assistance now. I think linking the humanitarian assistance to cholera to politics is not a good idea." Aloudat says Zimbabwe's health system is completely shattered. He says health professionals are not going to work because they are hungry and they are not being paid. He says one of the most important things that must be done to control the epidemic is to top off the salaries of doctors and nurses so they report for work. As elections loom, Barack Obama tries to reform America’s schools AMERICA’S schools are dotted with stories of progress. In December your correspondent watched a class of seven-year-olds on Chicago’s poor West Side. As Mauricia Dantes, a consultant for IBM before she retrained as a teacher, led the pupils in a discussion about the deaf-and-blind author Helen Keller, one small girl declared: “I feel like I’m in college.” One day, thanks to Ms Dantes and other teachers, she may be. Barack Obama wants such scenes to be the rule rather than the exception. The question is what the federal government can do to help. Ten years ago Congress passed the No Child Left Behind Act (NCLB), a bold effort to improve America’s schools. On March 14th Mr Obama announced that he wants to pass a new version by August. It could be one of his most important feats. But it will not be easy. The main problem is that politicians still disagree on Washington’s role in education. The federal government provides less than 10% of the money schools spend. But NCLB, the most recent incarnation of the 1965 Elementary and Secondary Education Act, gave the federal government unprecedented influence. States must set standards of achievement. Schools that fail to make progress face sanctions. NCLB exposed the dismal performance of schools. But it has also demonstrated how clumsy Washington’s hand can be. A requirement for “highly qualified” teachers turns out to have helped keep states from hiring good ones. State standards diverge wildly. NCLB’s main goal, for all pupils to be proficient in ing and maths by 2014, is unrealistic. And thanks to an odd way of judging schools, more than 80% may be labelled as “failing” this year. But can Utah’s impressive ex-governor catch up with the front-runner for the Republican nomination, his fellow-Mormon Mitt Romney? May 26th 2011 | DURHAM, NEW HAMPSHIRE | from the print edition “I’M A margin-of-error guy,” Jon Huntsman cheerfully admits to an audience of a few dozen at a grand lakeside home in New Hampshire. Support for his putative presidential bid, he explains, registers in the low single digits in most polls—a level so low as to be meaningless. He and his family are “grateful that anyone would want to show up and shake our hands”.“我是民意调查报告中可忽略的误差值”乔恩#8226;亨茨曼在新罕布什尔州的一座豪华湖边别墅的家里很高兴的对几十位听众的承认说。 Yet most pundits count Mr Huntsman as one of the leading contenders for the Republican nomination, alongside his fellow former governors Mitt Romney and Tim Pawlenty. In part, that is because the field is steadily narrowing: Mitch Daniels, another governor with a strong following among fiscal conservatives, bowed out of the race this week. Apart from Mr Huntsman himself, who says he will decide definitively whether to run next month, there are now only two possible entrants of any stature still on the sidelines: Sarah Palin and Michele Bachmann. There is talk that Mrs Bachmann, in particular, is about to join the fray, but both she and Mrs Palin are right-wing firebrands with a limited, albeit devoted, following.

In testimony to Congress, the U.S. treasury chief and central bank chairman have strongly defended their management of the 0 billion financial and credit market rescue program. The officials faced tough questions from lawmakers about how government money is being used. U.S. Treasury Secretary Henry Paulson and Federal Reserve Chairman Ben Bernanke have faced criticism the original intent of the financial rescue program as approved by Congress in September has shifted. Mr. Paulson revealed last week that billions of dollars approved by Congress is now going to prop up capital liquidity and lending capabilities of banks and other institutions, rather than to purchase troubled assets they hold. Under questioning before the House Financial Services Committee, Paulson said negative developments in U.S. and global market conditions since Congress approved the rescue program outstripped the effectiveness of initial 0 billion amount approved by Congress, forcing the change in direction. It is clear that an effective mortgage asset purchase program would require a massive commitment of TARP [Troubled Asset Relief Program] funds," he said. "In September, before economic conditions worsened, 0 billion in troubled asset purchases would have had a significant impact. But half of that sum in a worse economy simply is not enough fire power." Paulson said actions so far had strengthened the financial system, prevented further harm to the U.S. economy, and preserved for President-elect Barack Obama the flexibility he will need to deal with future challenges. Committee chairman Democratic Representative Barney Frank said lawmakers are unhappy with how banks and institutions have used money from the government program, and their failure to significantly expand lending to home owners. The fundamental policy issue is our disappointment that funds are not being used out of the 0 billion to supplement mortgage foreclosure reduction," he said. Lawmakers have pointed to media reports that banks have used money from the government assistance program to purchase other banks, and pay investor dividends and bonuses to executives. Representatives of some major institutions told Congress last week that executive compensation will be sharply reduced in light of economic conditions, and defended their efforts to expand lending. Ranking panel Republican Spencer Bachus said Paulson deserves credit for recognizing the need to shift strategy. [If] conditions on the ground change, then you must be agile and adjust, and I hope we all understand that," he said. In their testimony, Bernanke and Federal Deposit Insurance Corporation Chairman Sheila Bair said while capital injections reduced pressure on and provided some stability to banks, credit conditions remain unsatisfactory. Overall credit conditions are still far from normal, with risk sps remaining very elevated and banks reporting that they continued to tighten lending standards through October," Bernanke said. The financial system is now more stable and interest rate sps have narrowed substantially, however credit remains tight and a serious threat to the economic outlook," said Bair. Bair pointed to continuing increases in the number of U.S. home foreclosures, saying that government efforts are "falling behind the curve." In his testimony, Treasury Secretary Paulson said the Bush administration remains opposed to using funds from the government rescue program to help the three major U.S. automakers avoid collapse. House and Senate lawmakers are considering a billion plan to help auto manufacturers. 200811/56571

Airlines pinch passengers Major air carriers are passing increased fuel costs on to passengers in the form of surcharges and feesIt really comes down to jet fuel prices,if you think about it just as we are paying more to fuel up our cars, and on much larger scale the airlines are paying more to fuel up their planes.Jet fuel prices are up a whopping 200% over last year and that's affecting everyone's bottomline. Talk about going up,up and away, jet fuel prices are sky high and climbing.A tough combination especially for low-cost airlines. Those low fares are just simply not enough to cover the high cost of fuel.Three airlines folded under the pressuring recent weeks,ATA,Aloha and Sky Bus,all closed up shop, leaving passengers holding their bags and looking for a way home. We decided to rent a car, that is our cheapest way to get back.Vigor carriers are also feeling the pain.American, the nation's biggest has stopped tiring.Delta is looking to cut 2000 jobs.Continental has hinted it could follow suit.North Western ed say they'll fly fewer planes. And then there are the extra fees, checking more than one bag,be y to pay up an extra 50 bucks on most airlines.Wanna talk to a real person on the phone or bring fight along on your flight you got it,pay up. Airlines have to become more creative about how they make money,we are now paying for things that once were included in the cost of an airline ticket. We are paying another price too.Customer complaint shot up 60% last year according to new numbers from the Airline Quality Survey. There were more delays with one out of every four fights showing up late. Airlines trying to fuel flight's take capacity men, more people got bunt, even though they had tickets. And luggage, good luck finding it,the number of bags lost also up for the year. The airlines as an industry just returned to profit ability last year after that rough period following 9.11,that makes what's happening now,all the more paniful and it's painful for the passenger too, those higher cost at the airlines are paying most certainly are being passed on to the flying public.Lina Chow,CNN,New York.01/60971
