US Defense Secretary: Burma's Aid Delays Cost 'Thousands' Of Lives美:缅甸拒外援可能使数万人丧生 U.S. Defense Secretary Robert Gates says the Burmese military government's rejection of aid soon after the May second cyclone may have cost the lives of 'tens of thousands' of people. The concern expressed by the defense secretary comes amid concern Burma's military is attempting to force local populations out of shelters and back to devastated villages. Speaking to a regional Asian security and defense seminar in Singapore Saturday, U.S. Defense Secretary Robert Gates' assessment was blunt. He accused Burma's military government of being "deaf and dumb" to offers of foreign aid. He said Burma's rejection of international and regional assistance stood in sharp contrast to the response of other nations to similar tragedies, such as the 2004 tsunami in Indonesia and the cyclone that hit Bangladesh in 2007. With Burma, the situation has been very different - at a cost of tens of thousands of lives," he said. "Many other countries besides the ed States have also felt hindered in their efforts." International aid workers say they continue to face bureaucratic delays over access to the regions in the Irrawaddy Delta region that bore the brunt of Cyclone Nargis. At least 77,000 people have died with a further 56,000 still reported missing, while over two million people are still in need of food, shelter and medicine. The ed States, Britain and France dispatched naval vessels with emergency aid to the Bay of Bengal but the offers were rejected by the Burmese military. The military had also rejected offers by Asian regional partners to supply military helicopters to assist in the immediate aftermath of the cyclone. Regional countries have backed Mr. Gates' concerns over the delays, restrictions on aid and access to populations devastated by the cyclone. International aid organizations say less than 30 percent of the more than two million people most seriously affected by the cyclone have received adequate assistance. Australian Ambassador to Thailand, Bill Paterson, in an interview with VOA, said Burma needed to provide "unfettered access" on humanitarian grounds to assist the populations still in desperate need. These people are living in terrible conditions with the risk of disease outbreaks," he said. "They have lost their homes, they have lost their families. It's terribly important we get in there quickly. A lot of them probably have lost their lives since the cyclone because aid has not been able to be distributed." The ed Nations, along with the Association of South East Asian Nations (ASEAN), reached agreement with Burma's military for access for international aid workers during the lead up to a donor's conference last weekend. But human rights groups Saturday accused the military of evicting victims from emergency shelters currently housing thousands of people in a bid to force them to return to their devastated villages in the Irrawaddy delta region. 200806/40702

Key Lawmakers Urge Bush Administration to Hold Talks With Iran美议员促不设先决条件与伊朗谈判 U.S. Secretary of Defense Robert Gates faced tough questions from lawmakers Tuesday about the Bush administration's refusal to hold talks with Iran unless Tehran first halts its uranium enrichment program. Gates told a Senate panel that it is an open question whether such talks would succeed while President Mahmoud Ahmedinejad is in power. At a Senate Appropriations Committee hearing on next year's Pentagon budget request, two lawmakers suggested the time has come for the ed States to open wide-ranging talks with Iran - without preconditions. Their comments come in the wake of a report in the Jerusalem Post saying a U.S. military strike against Iran is likely before the end of President Bush's term in office next January. The administration strongly denies the report. Statements from the White House and State Department say the U.S. is focused on a diplomatic resolution of Iran's nuclear issue, but that all options remain on the table. The news report was not mentioned at the Senate hearing. Senator Arlen Specter of Pennsylvania, a member of President Bush's Republican Party, suggested that holding direct talks with Iran was the best option for the ed States. "I think there is an opportunity for dialogue. But I think we have to be a little courageous about it, and take a chance, because the alternative is very, very, very bleak," he said. He questioned the administration's insistence on having Iran halt its uranium enrichment program before opening talks. "It seems to me that it is unrealistic to try to have discussions and say to the opposite party as a precondition to discussions we want the principle concession that we are after. Do you think it makes sense to insist on a concession like stopping enriching uranium, which is what our ultimate objective is before we even sit down with them on a broader range of issues?," he said. 在双方坐下来、就更广泛的议题展开谈判之前,先坚持要对方做出终止铀浓缩项目这类的让步,你认为这现实吗?”Gates responded by defending the administration's policy of using leverage with Iran. "The key here is developing leverage, either through economic, or diplomatic, or military pressures on the Iranian government so they believe they must have talks with the ed States because there is something they want from us, and that is the relief of the pressure," he said. Gates said it was an open question whether talks with Tehran would yield success, saying that under President Mahmoud Ahmedinejad, Iran has experienced a resurgence of the hardline views of the Islamic revolutionaries. Senator Dianne Feinstein, a California Democrat, suggested the ed States engage with Supreme Leader Ali Khamenei. "It is not the president of Iran that counts in these matters, it is the Supreme Leader. It seems to me that we ought to find ways to develop back channel or front channel discussions with this individual. I really think the fate of the area depends on it. I think saber-rattling and talking about exercises for military intrusions do nothing but escalate the situation," she said. President Bush earlier this month told the Israeli Knesset that negotiations with terrorists and radicals amounted to appeasement. That comment prompted an angry response from Democratic presidential candidate Barack Obama, who also has advocated greater engagement with Iran. Gates said there may have been a missed opportunity in 2003 and 2004 in the immediate aftermath of the U.S. invasion of Iraq when the more moderate Mohammed Khatami was Iran's president. China depends on Africa for roughly one-third of its imported oil. And, many Chinese companies also see Africa as a lucrative market to sell oil drilling equipment. Several Chinese firms are attending this year's oil industry convention, underway in South Africa. There are roughly 200 vendors at this year's Oil Africa conference and trade show. On the exhibit floor, you can buy everything from oil-proof work boots to off-shore oil rigs. Nestled between the established companies from Texas and the Middle East, are some newcomers. Tina Zheng: "My company name is Xi'an Fengyang Petroleum Equipments, which is located in the center of China." Amy Zhang: "Our company name is Hilong Group. We sell the drill pipe." About a dozen Chinese companies are competing here to sell oil field equipment. Sales representative Pang Ling says her company has found quick success. Africa is a good market for us, because we have just entered into this market and we have many rigs now," Pang said. Sales representative James Yan says China 's share of the African market is small but growing. At this moment it's not big enough, but in the future we have the confidence," Yan said. The surging demand for oil is creating a growing market for drilling and production equipment. And, according to Zhao Zhiming, president of China 's petrochemical industry association, Chinese vendors offer something others cannot. China can provide a very good price which is very competitive in all of Africa," Zhao said. Cost is a key component in developing Africa 's oil resources. Eduardo Lopez of the International Energy Agency told delegates at this conference that competition in the oil business is fueling a spike in equipment prices. It has become so difficult to get access to engineers, to platforms to drilling rigs and whatnot. That's a considerable challenge across the industry," Lopez said. "It's really difficult to deal with these ever-rising costs." But not everyone thinks cheaper Chinese imports are the best solution. South Africa Minister of Minerals and Energy Buyelwa Sonjica would like Africa rely on its own oil equipment industry. I would like to encourage all the oil and gas producing countries to endeavor to promote locally owned and controlled companies," Sonjica said. "The second wave of development should now focus on the growth and development of small and medium enterprises that support the oil companies operating on the continent." Still, the Chinese industry is growing fast. In 2005, it supplied 0 million of oil field equipment to more than 50 countries, worldwide. 200803/31229

McCain, Obama Urge Congress to Act on Financial Rescue Plan美国两党候选人共推金融救市计划 Both major U.S. presidential candidates are sounding a rare note of agreement as they urge Congress to act quickly on a plan to rescue the weakened U.S. financial sector. After days of clashing on the economy, Republican John McCain and Democrat Barack Obama both appeared to be on the same page in pushing Congress to try again on a financial rescue plan, one day after a compromise plan was voted down in the House of Representatives. Senator McCain spoke to a group of small business owners in Iowa. We cannot allow a crisis in our financial system to become a crisis in confidence," he said. "I call on everyone in Washington to come together in a bipartisan way to address this crisis." I know that many of the solutions to this problem may be unpopular, but the dire consequences of inaction will be far more damaging to the economic security of American families, and the fault will all be ours," he added.“我知道,解决问题的很多方法可能不得人心,但是无所作为的严重后果会给美国家庭的经济安全带来严重得多的损害,而那将完全是我们的错。”McCain and his Democratic rival, Senator Obama, both talked by phone with President Bush earlier in the day, who also urged Congress to act swiftly on a rescue plan. Obama and McCain both proposed the government increase the limit on bank deposit insurance from the current figure of 0,000 to 0,000. Obama urged Americans to get behind the financial rescue plan during a campaign appearance in Reno, Nevada. To the Democrats and Republicans who opposed this plan yesterday, I say step up to the plate and do what is right for this country," he said. "And to all Americans, I say this. If and when I am President of the ed States, this rescue plan will not be the end of what we do to strengthen our economy, it will only be the beginning." Obama said unless there is congressional action, Americans will find it increasingly difficult to get a mortgage to buy a home or secure loans to buy a car or finance college. The continuing focus on the economy in the election campaign seems to be helping Obama.Public opinion polls during the past week show Obama pulling into a slight lead over McCain, and political experts like Tom DeFrank of the New York Daily News expect Obama will continue to focus on the economy in the final weeks of the campaign."Eighty percent of the people think the country is on the wrong track, and so Obama is going to spend most of his time hammering away on economic issues and saying that if you liked eight years of George Bush, you will love four more years with John McCain because that is what you will get with his economic and tax policies," he said. The economy is likely to be a major topic in Thursday's one and only debate between the two vice presidential candidates, Republican Sarah Palin and Democrat Joe Biden. 200810/51427Kenya's parliament has reconvened, with lawmakers planning to discuss a power-sharing accord between the country's two main parties. A statement Monday by a government official has raised concerns among the opposition about whether the government is backtracking on its commitments. The agreement, signed at the end of February by President Mwai Kibaki and his main challenger in the presidential race, Raila Odinga, calls for the creation of a prime minister's office that would go to Mr. Odinga, and for government positions to be split evenly between the two parties. But a statement Monday by the head of Kenya's civil service, Francis Muthaura, on how the coalition would operate, drew criticism from Odinga's Orange Democratic Movement. Party leaders say the statement describes a weaker role for the prime minister and less sharing of government positions than was agreed. A leading member of the Orange Democratic Movement, Najib Balala, warned the government from retreating on its commitments under the agreement. They promised the world and signed on a paper that they will keep that word," he said. "And if it backtracks from the promise, I want to say that this country is going to be in bad shape." Both President Kibaki and Mr. Odinga have called for parliament to act quickly to pass legislation enacting the agreement, but key details of how the coalition will operate have not yet been agreed. These include the precise powers of the prime minister, how the cabinet positions will be divided between the parties, and what happens if the coalition collapses. Meanwhile, Kenya's military and police are continuing an operation that began early last week in the country's west against the Sabaot Land Defense Force. Military personnel jointly with the police and other armed forces are also rounding up people in an effort to hunt down what they call Sabaot Land Defense Forces," he said. UN Agencies Warn of Growing Humanitarian Risk in Horn of Africa联合国吁国际社会援救非洲之角 ed Nations agencies are warning of a growing humanitarian emergency in the Horn of Africa region. The agencies are calling on donor countries to provide more funds to stem a worsening crisis in Somalia, Ethiopia and other countries. UN agencies have warned that a combination of drought, insecurity and rising food prices threaten to make an aly dire humanitarian situation in the Horn of Africa even worse in coming months. The agencies estimate that over 14 million people in Ethiopia, Kenya, Uganda, Somalia and Djibouti will require food and other forms of assistance. Nowhere is the outlook grimmer than in Somalia, where soaring food prices have added to the problems caused by three years of drought, and 17 years of civil war. The UN's Humanitarian Coordinator for Somalia, Mark Bowden, told a news conference in Nairobi that the security situation has only gotten worse in recent months. I think it's fair to say at the moment that in parts of Somalia people feel more insecure than ever before," said Bowden. He said that in Somalia, where between 60 to 80 percent of food is imported, and where over a million people have been displaced by fighting, the population is particularly vulnerable. We're now estimating that by the end of the year, three and a half million people will need assistance. That by any estimate, is about almost half the population, will need assistance, which is a frightening figure to have to deal with," he added. The UN has launched a 7 million humanitarian appeal for Somalia. So far, only 35 percent of that has been provided. A spokesman for the World Food Program, Peter Smerdon, says that the agency is seeking to double food deliveries to Somalia in coming months, a task complicated by insecurity both on the ground in Somalia and off shore, where piracy has been a growing concern. We are appealing for any government urgently now to step forward to provide naval escorts to our ships carrying WFP food into Somalia to protect them from piracy," he said. "Another ship in South Africa, having signed the contract to go to Mogadishu, is now refusing to load 12,000 tons of cereals today unless it receives naval support. If that 12,000 tons does not arrive in Mogadishu, 1 million people in Somalia will not receive any cereals in August," said Smerdon. In Ethiopia, some 4.6 million people require emergency food aid, with nearly six million more also requiring international assistance. Ethiopia has been hit particularly hard by price increases, with inflation rates for food reaching 40 percent. 40%。Smerdon says the WFP often buys food for its programs within Ethiopia, but in the current situation doing so would only serve to drive up prices even more. 200807/44627David Gregory: Clinical psychologist Dr. Judith Coche is here with some advice to keep you from dumping a bowl of punch over those bad-gift givers? Dr. Coche, good morning. Thanks for being here. Judith Coche: Good morning. My pleasure. David Gregory: So, the, the whole notion of it being the thought that counts for the holidays is, really nobody buys that anymore, coz' it's just not true, is it? Judith Coche: Well, it isn't "it isn't". I mean giving is actually part of loving. And we want to love well. So when somebody doesn't give us a gift, we very often think that if we have to ask them, it means that we don't love them. David Gregory: That they don't know us well enough, they don't know what we like, you know, what we don't like. Judith Coche: Yes, we shouldn't have to ask, and I think that's wrong, David, I think you can ask somebody what they want. (Really? ) And if I come to you and I say, David, I wanna give you a present. David Gregory: Right. Judith Coche: Is that an OK thing to ask you? David Gregory: Like for an anniversary gift, (Anything, yeah) if you say to your wife, 'if I get you a belt. Is that OK?' (Yeah) Using... Judith Coche: Or a gun rack, right. . Gun rack, Yeah. David Gregory: Yeah. A gun rack, right. Yes. There, a lot people think there , there can be a meaning behind a gift, right? (Yes, sure. ) So, if you get kind of a thoughtless gift or sometimes it doesn't really suit you, you are wondering, am I with a thoughtless person(Right. ) or whether it's your spouse, your girlfriend, boyfriend or a relative. Judith Coche: Right. Giving is actually more about the giver than the receiver and we all know challenged givers. I mean they're all challenged givers. And if somebody is a challenged giver then they are going to give the same bad gift over and over again. So everybody has a bad year. (So, ) But once is once (Right, if you'd better keep it, so ) and a series of onces is not once. Excuses. David Gregory: The question is how, how, should you pretend that you like the gift? To be polite, I guess it depends upon a setting. But if there is somebody that's close to you, at some point, you confront the person and say, you know, this is not getting you down. Judith Coche: Both. (Really? )So, in public, the last thing we are going to do is to say, 'oh this is a terrible gift, why did you give it to me?' (Right. Right. ) because everybody in the room is gonna be really, really uncomfortable. But later, you can go to somebody, especially if you know them well and say, let's talk calmly. Can we please talk about Christmas on the gun rack? You know, wasn't it such a good idea? David Gregory: Okey, let's go though some of you top tips here on the, (Sure. ) for the bad-gift givers to give you something good to (sort of) turn this person around. Eh, accept clumsy gift givers. We just have to accept them from time to time, that, they may not be the... Try to educate, like / you were saying, describe to them. . Judith Coche: Calmly, quietly. In the peace of after the holidays, not during the holidays.David Gregory: OK, evaluate relationships. Accept what you can't change in your gift giver and, and, and finally the holidays are about loving, right? And to give is to love. Judith Coche: Holidays are about loving, awards and all. David Gregory: Right. OK. Important advice. Thanks very much. Judith Coche: My pleasure. David Gregory: Happy holidays. (You too. ) Dr. Judith Coche.200808/46324
