The heads of the government and opposition in Kenya have signed a power sharing agreement aimed at ending the crisis over December's disputed elections. The agreement was reached after a day of talks mediated by former U.N. Secretary-General Kofi Annan and the Chairman of the African Union Jakaya Kikwete. Kenyan President Mwai Kibaki and opposition leader Raila Odinga signed the agreement before international diplomats and representatives of the Kenyan government and opposition. Chief mediator Kofi Annan said that the two leaders had agreed on a government structure after five hours of intensive talks. I am pleased to be able to tell you and all the citizens of Kenya that the two parties this afternoon completed the work on agenda item three, how to overcome the political crisis," he said. The two sides agreed to the creation of the posts of prime minister and two deputy prime ministers. The prime minister is accorded authority over the ministries. The prime minister is to be nominated by the largest party or coalition in parliament and can only be removed by a majority vote of the national assembly. This position is seen as going to Mr. Odinga. The accord also calls for distribution of the ministerial posts according to the relative strength of each party in parliament. And it calls for the changes to be enacted by constitutional amendment, a major demand of the opposition. Mr. Kibaki and Mr. Odinga pledged to ensure that the accord is implemented and called for unity among all Kenyans. Mr. Annan commended the two parties, saying they reached a common position for the good of the nation. And he had a message for the citizens of Kenya. Compromise was necessary for the survival of this country," he said. "Support this agreement, for it is the key to the unity of Kenya. It is the foundation for national reconciliation and it is the springboard for national recovery." Parliament is to convene next week (Thursday) to enact the measures. Mr. Annan said the negotiations would resume Friday on long-term issues such as constitutional reform and ways to end inequalities in land and wealth distribution. The two sides have been meeting for nearly five weeks in an effort to find a political solution to the Kenya crisis. One thousand people were killed and several hundred thousand were displaced in the violence that erupted after Mr. Kibaki was declared the winner of a presidential election that the opposition says was rigged. Mr. Annan had suspended the talks Tuesday, saying they were going in circles and that he would engage the two leaders directly to try to break the deadlock. Tanzanian President Kikwete flew to Nairobi Wednesday to add the weight of the African Union at what was seen as a critical phase of the negotiations. 200802/28030。

  • US Near Decision on North Korea Food Aid美官员:美将宣布对北韩粮食援助 U.S officials say the Bush administration is nearing a decision on providing new food aid to North Korea. U.S.-North Korean talks on the issue, separate from discussions on Pyongyang's nuclear program, have made progress. State Department officials say the ed States and North Korea are "on the verge" of finalizing an agreement governing the distribution of food aid to that country, and that an announcement of a new U.S. aid commitment is imminent. Despite political differences with Pyongyang, the ed States has been the biggest single provider of food aid to North Korea. It provided hundreds of millions of dollars worth of food to the communist state beginning with the country's flood-related famine in the mid-1990s. But the aid diminished amid U.S. concerns about diversion of food to the country's military and political elite and none has been provided since 2005. At a news briefing, State Department spokesman Sean McCormack said a U.S. aid team that went to North Korea earlier this month had a good set of talks on the distribution issue, and that administration officials are now working on a specific aid plan. The team that went to North Korea had some good conversations about what North Korea believed it needs in terms of humanitarian assistance, and how we might go about improving the monitoring mechanism for the distribution of that food, that was really the biggest hang-up that we had in the past," McCormack said. "We have to a large degree been able to come up with what we believe could be a better monitoring mechanism." McCormack would not confirm a Financial Times report Tuesday that the Bush administration will provide 500,000 tons of food aid, to be distributed by the U.N.'s World Food Program and other non-governmental organizations. A senior official who spoke to reporters on terms of anonymity said an aid announcement could come as early as Wednesday. The Bush administration has said decisions on food aid to North Korea are separate from the six-party negotiations on the country's nuclear program and based on its actual needs, competing needs elsewhere, and the ability to monitor distribution. White House Press Secretary Dana Perino said Tuesday President Bush believes North Korea has diverted food aid to its military, but that he has deep concern about hunger in that country, especially among school-age children. The World Food Program said last month North Korea faces its worst food shortage in several years caused by flooding and a poor harvest in 2007 - and complicated by this year's big run-up in commodity prices.
Pakistan's President Pervez Musharraf is denying rumors that he is planning to resign following weeks of criticism from his opponents, some of whom have vowed to impeach him. The president pledged to abide by whatever decisions the country's new parliament may make on his political future. Nearly four months after President Musharraf's unpopularity propelled his political opponents to election victories across the country, the former general continues to be a lightning rod for criticism. But despite holding a majority of seats in parliament, his opponents have made no headway in reversing his most controversial policies. In recent weeks, with critics threatening to impeach him and press reports speculating that he has lost the support of the military, there have been rumors that he is planning to flee the country. In a televised interview with Pakistani political reporters broadcast Saturday, Mr. Musharraf said he has no plans to step down but suggested he could in the future. He says that he is not going to resign. But he says in the future, he will monitor the situation - and he will not become what he called a "useless vegetable" or be a witness to what he called "the downfall of the country." It is unclear if his opponents in parliament have the two-thirds majority needed for impeachment. As president, Mr. Musharraf can dissolve parliament - which some observers have suggested he may do if parliament moves against him. But the president today said he will abide by any decision parliament reaches. Parliament is supreme," he said. "Let them decide. The judgment and decision is not with me. I don't have that decision. The parliament is supreme. This is the correct path, it's a constitutional, legal, sober path." Pakistani lawmakers are considering a large constitutional reform package that includes measures that could weaken Mr. Musharraf's powers. The president insisted he is not interfering in that process. In Saturday's occasionally casual discussion with Pakistani reporters who have been critical of Mr. Musharraf in the past, the president insisted that he has changed little over the years, despite his rising and falling political fortunes in Pakistan and abroad. I am the same man, I am the same person, I do not change," he added. "I don't believe in changing. My attitudes toward everyone and everything remain the same." He says he is a true Pakistani and his faith in Pakistan comes first. Mr. Musharraf appealed for political unity to address Pakistan's pressing economic problems. Many Pakistanis say the new government has been too focused on reinstating senior judges instead of addressing rising food prices, inflation and electricity shortages. 200806/41478。
